Summary of Qualifications Mr. Burgmeier has 10 years of experience in the geotechnical engineering field providing design services for private and public owners and contractors with primary emphasis on underground construction, foundation and underpinning support, and landslide remediation. As a consultant working for public and private owners such as the City of Kent, Washington, the Oregon DOT, the Onondaga County Department of Environment and Water Protection and Syracuse University, Phil provided construction oversight and conflict resolution to mitigate unforeseen conditions associated with utility relocations, ground water seepage, and large subsurface voids. He also has contributed to the building codes and guidelines for new construction adjacent to steep slopes for the City of Seattle, Washington. As a design engineer working for national and local contractors, Phil has designed temporary and permanent earth retention structures and dewatering systems for both publicly and privately funded underground construction projects. Recent projects have included structural and geotechnical designs for multi-level buildings and parking garages, retail developments, and tunnels for water, waste water, and other public infrastructures such as the Second Avenue Subway Tunnel in New York. Phil has been responsible for real-time conflict resolution associated on each of these projects and provided keystone design services to remedy conflicts to facilitate construction and maintain demanding project schedules.
