Russell L. Jernigan, Ph.D., P.E. P.G.
Resident Project Manager


Dr. Jernigan joined our staff in January 2002. Previously, he worked at Colorado Soil as the Geotechnical Department Manager. As Department Manager, he directed a staff of 12 in geotechnical investigations, foundation recommendations, and septic system design. Prior to this, he was employed as a Senior Project Engineer for URS Corp (nee URS Greiner Woodward-Clyde). His duties involved direction of Staff and Assistant Project Engineers, as well as design and troubleshooting work on a variety of projects, including dam inspection (FERC Part 12) and design, tailing dams, landslide mitigations, mine closures, and various other geotechnical investigations.

His first assignment with URS was as a full-time member of the of the Post Design Team on the Diamond Valley Reservoir (nee Eastside Reservoir) Project near Hemet, California, where he was responsible for double checking quality control, settling design conflicts, monitoring construction for adherence to design intent, and preparing the final completion reports for the project's three embankment dams. Prior to working at URS, he was with Pacific Gas and Electric Company (PG&E). At PG&E, he worked on the Helms Pumped Storage project, Kerckhoff 2 project, and the Echo Lake Dam Replacement project.

In 1998, he completed his Ph.D. in Civil Engineering at the University of Colorado. His research was on the strength of granular soils with oversized inclusions. He also taught at both the University of Colorado in Boulder and the Colorado School of Mines in Golden.
