Mr. Smith has been involved with geotechnical design and construction management for more than 23 years. He has completed a wide variety of projects, with primary emphasis on trenchless technologies, tunneling, and underground construction. Projects have included major combined sewer overflow tunnels and structures in both soil and rock, as well as transit facilities, hydroelectric facilities, water supply tunnels, in addition to other sewer tunnels / pipeline projects constructed in a variety of ground conditions using both machine-mined and conventional drill and blast excavation methods.

Mr. Smith is intimately familiar with planning, design, and construction of underground facilities, with direct experience in feasibility studies, detailed design of tunneling equipment and field installations, estimating, and scheduling. He has served as construction manager for owner agencies, as design project manager, and as a contractor's project manager on a variety of projects ranging in size from a few thousand to over 75 million dollars. These projects have involved auger boring, microtunneling, horizontal directional drilling, pipe jacking and ramming, and both rock and soil tunnel boring machine-mined installations.

He also has broad experience in claims evaluations and expert testimony, particularly in the form of arbitration, mediation, and other alternative dispute resolution techniques. He has served as a guest lecturer in the area of tunneling and trenchless construction.
